Water Management District Water Use Advisory: Phase III Extreme Water Shortage

Due to ongoing drought conditions, below-average rainfall, and declining groundwater levels, a Phase III Extreme Water Shortage has been declared for the Bella Collina community. These temporary restrictions are intended to help protect regional water supplies during extended dry conditions.

Under Phase III restrictions, landscape irrigation is limited to one day per week and may only occur between 6 p.m. and 8 a.m. Wasteful water use is prohibited, and additional restrictions apply to certain non-essential water uses.

Current Watering Schedule

  • Odd-numbered or no address: Saturday
  • Even-numbered address: Sunday
  • Nonresidential properties: Tuesday

Irrigation is limited to no more than three-quarters of an inch of water per zone and no more than one hour per zone. Residents are encouraged to inspect irrigation systems for leaks and ensure sprinklers are not watering streets, sidewalks, or driveways.

New sod and plantings may be watered daily for the first 15 days after installation, up to three days per week for the next 30 days, and two days per week for the final 15 days.

Conditions continue to be monitored, and additional restrictions may be implemented if drought conditions worsen. Residents and businesses are encouraged to conserve water whenever possible.

The Bella Collina Community Development District, which encompasses approximately 1,805 acres, is a local unit of special purpose government created pursuant to and governed by the Uniform Community Development District Act of 1980, Chapter 190, Florida Statutes as amended. The District was created on June 14, 2004 by the Board of County Commissioners of Lake County. The District was established to provide services to the Bella Collina community in Lake County, Florida. Both District and Community are bifurcated by and situated along the east and west sides of County Road 455 referred to as Bella Collina I (“Pine Island”) and Bella Collina II (“Hillcrest”) respectively.

Community Development District Overview

The Bella Collina Community Development District is a local, special purpose government entity authorized by Chapter 190 of the Florida Statutes as amended, and created by ordinance of Lake County as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities. A CDD provides the “solution” to Florida’s need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. Community Development Districts represent a major advancement in Florida’s effort to manage its growth effectively and efficiently. This allows a developer to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community’s facilities.

CDD Organization

The Bella Collina Community Development District is organized similar to other local governments in Florida, in that the legislative body is composed of a five-member board known as the Board of Supervisors. The Board establishes the policy of the District in accordance with Florida law. The Board, by law, must hire a District Administrator. The District also employs District Counsel and a District Engineer. Staff members operate utilizing the same formalities as a County Administrator and County Attorney. The Board, through review of advertised Requests for Qualifications, ranks and selects a District Engineer to perform the engineering needs of the District. District Administration staff and the District Attorney administer the operations of the District and implement the Board’s policies and contracts.

District Administration

The District Manager’s responsibilities include:

  1. Preparation and submittal of a proposed operations and maintenance budgets for Board review and action
  2. Preparation of contract specifications for District operations
  3. File all required forms and documents with state and local agencies
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board

The District Engineer’s responsibilities include:

  1. Preparation and supervision of construction projects within the CDD
  2. Inspection and reporting on the District facilities
  3. Assist in the preparation of the annual maintenance budget.
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board

The District Counsel’s responsibilities include:

  1. Preparation and review of agreements and other CDD documents
  2. Ensuring all provisions of the Florida Statutes are followed
  3. Attend all Board of Supervisor meetings – implement the policies of the Board
  4. Additional duties as directed by the Board

The Field Manager’s responsibilities include:

  1. Maintenance and oversight of water and wastewater facilities and stormwater ponds
  2. Assist in preparing and submitting budget numbers for maintenance items
  3. Approve and submit invoices
  4. Attend all Board of Supervisor meetings – implement the policies of the Board
  5. Additional duties as directed by the Board
